Ugandan parliament has outraged the world with the bill that introduces the death penalty by hanging for “aggravated homosexuality”. The bill, which is likely to be passed this month, proposes that homosexuals who have sex with disabled people, under 18s or when the accused is HIV-positive be sentenced to death.
